In 1995, Mayor Glenda E. Hood brought together 24 local business and committed community leaders to jointly support the Inner City Games (incorporated as 501(c)(3) organization that provided sporting activities for all local youth). In 2000, the Inner City Games changed its name to After-School All-Stars; The Arnold Schwarzenegger Youth Foundation. Under the leadership of Gov. Arnold Schwarzenegger, Hummer, Todd Wagner Foundation, and Cendant, the After-School All-Stars expanded to comprehensive programs in nearly 150 schools across America.

Mayor Hood appointed Commissioner Betty T. Wyman as chairperson and she was re-appointed by current Orlando Mayor, Buddy Dyer. Commissioner Wyman has since been elected as the Executive Director by the ASAS Board of Directors. This committee consists of representatives of Orange County Public Schools, City of Orlando Families, Park and Recreation, Orlando Fire and Police Departments, Orlando Utilities Commission, other prominent business leaders, and all three major theme parks!

The public-private partnerships bring together young people of all ethnic backgrounds from the City of Orlando to participate in (at no cost) activities ranging from tournaments, clinics, cultural events, education, and community enrichment programs.

The Orlando After-School All-Stars exist in 6 middle schools and 14 recreation centers with year-round programming. Each event is designed to bring together young people of all ethnic backgrounds and provide them with an alternative to drugs and violence. This is made possible with activities and relationships that encourage success in all areas of their lives: at home, in the community, and at school.
